🚤🪪 Permitting of Commercial Motorized Watersport Operators (Wards 1, 2, 8 & 10)

  • Recommendations:

    • That Marina staff implement a Permit System authorized under the Parks Use Bylaw to regulate businesses offering Commercial Motorized Watercraft within Kempenfelt Bay and adjacent marina facilities for the 2025 boating season, according to the criteria outlined in the staff report

    • Add the following Marina fees to the Fees Bylaw:

      • Commercial Motorized Watercraft Operator Permit: $2000

      • Individual vessels registered under each permit: $500 each

    • Have staff report back to General Committee at the end of the 2025 Boating Season with the results of this pilot program, and recommend changes to lineup of services or number of vessels permitted by each vendor based on operator and public feedback

    • Designate the Supervisor of Marina Services as the Harbour Master for the City of Barrie, according to the jurisdictional limits outlined in the staff report

    • To provide that personal watercraft do not operate inside of the Marina, to reduce liability and risk of damage for private vessels

    • Live, on-water supervision being required for rental groups over three participants, with the rental company being responsible for the trip plan and experience of the renter

    • REWORDED by Hamilton (after discussion), to remove the "over three participants" and make it mandatory for all

      • That live-on-water supervision be provided by the rental company, including being responsible for the trip plan and experience of the renters

  • AMENDMENT 3 by Hamilton:

    • Remove the requirements associated with GPS and geotracking
