Key changes to the Development Charges Act and their implications
- Repeal of the mandatory 5-year phase-in
  - before this repeal, the city would have lost ~$125M in DC collections
- Reduction in frozen rates from 24 months to 18 months
- Inclusion of certain studies in the eligible list of capital costs
  - this reverses some of the exclusions set out in Bill 23, thus allowing the city to include study costs in the calculation of their development charges
  - an amendment to the DC bylaw will be required
